Do You Need a Skip Permit?
Only if the skip goes on the road. A skip on your drive or garden needs no permit. On a road you need one from the council, and the skip firm usually applies for you: firms that list the charge add an average of £60.

A skip that sits entirely on your own land needs no permit. It's the cheapest and simplest option if it fits.

You need a permit from the council, and the skip must have the lights and markings the council asks for.

GOV.UK says you can't put a skip on the pavement, even with a permit.
How much does a skip permit cost?
Each council sets its own fee, and it varies a lot. We checked all 206 councils responsible for local roads in Great Britain: the 148 that publish a permit fee charge £64 on average, typically £44 to £90. The cheapest are Hartlepool and North Tyneside at £15 and the dearest is Redbridge at £260. The skip firm usually applies for you and adds the cost to your bill: the 22 firms in our skip hire survey that list a permit charge add £60 on average. Parking bay suspensions, where you need one, can cost extra.

Fees as each council publishes them, checked 1 November 2026. Permits last different lengths of time (most often 7, 14 or 28 days), so check the period as well as the price. In two-tier areas of England the county council issues permits, so search for the county.

Getting a skip on the road

Check if it fits on your land
Measure your drive against the skip's size. If it fits without overhanging the pavement, you don't need a permit.

Ask the firm to arrange it
Most skip firms apply to the council for you and add the cost. In some areas you have to apply yourself, so ask when you book.

Book early
Councils can take a few working days to issue a permit, so book the skip with enough notice.

Check the parking rules
Where there's controlled parking, some councils also charge to suspend a parking bay for the skip.

Keep it lit and marked
On a road, the skip needs the reflective markings, cones and night-time lamps the council asks for, plus the firm's name and phone number.

Extend it if you keep the skip longer
A permit lasts a set time. If you need the skip for longer, ask the firm to extend the permit before it runs out.
The rules
In England and Wales, GOV.UK says you need a licence from the council to put a skip or a skip bag on a public road, but not if it sits entirely on private land, and that a skip can't go on the pavement. If a skip on the road doesn't have the safety lights and markings the council requires, you could be fined up to £1,000.
Scottish councils run their own skip permits too, through their roads departments. Wherever you live, your council's website sets out its fee, how much notice it needs and its rules on lights and markings.
How to avoid paying for a permit
Put the skip on your own land. If your drive is tight, a smaller skip might fit where a bigger one won't: see our skip sizes guide for dimensions. A wait-and-load service, where the lorry waits while you load it, can also avoid a permit, because the skip never stays on the road.
